The DHC strictly enforces federal prevailing wage standards across all Low-Income Public Housing (LIPH) operations in accordance with Section 12(a) of the U.S. Housing Act of 1937. For capital projects, construction, rehabilitation, or major repair contracts exceeding $2,000, contractors and subcontractors must pay workers no less than the locally prevailing wage rates established by the U.S. Department of Labor under the Davis-Bacon Act and submit certified weekly payrolls. For routine operations and ongoing upkeep, all maintenance laborers and mechanics must be paid at or above HUD-determined maintenance wage rates (Form HUD-52158). For questions, wage rate decisions, or compliance guidelines, please contact the DHC main office at 313-943-2391.
Section 3 Opportunities:
Section 3 of the Housing and Urban Development Act promotes employment, job training, and contracting opportunities for low-income individuals and qualifying businesses in connection with certain HUD-funded projects. The Dearborn Housing Commission works to ensure that eligible residents and local workers are informed about opportunities created through covered housing and community-development activities. These opportunities may include employment, apprenticeships, training programs, and contracts for Section 3 businesses. While Section 3 does not guarantee employment or contracts, it helps connect qualified individuals and businesses with economic opportunities generated by HUD funding.
