The Community Development Block Grant (CDBG) is a formula-based federal program that provides grants to states, cities, and counties. To develop viable urban communities, the program provides decent housing and a suitable living environment, as well as expands economic opportunities, principally for low- and moderate-income persons. Annually, funds are allocated to address the needs in our community, dispersed to support local businesses, residents, and nonprofits to name a few.
Projects may range from demolition, acquisition, rehabilitation for residential and non-residential structures, the construction of public facilities, and improvement, and others. Each activity must meet one of the following national objectives for the program: benefit low- and moderate-income persons, prevention or elimination of slums or blight, or address community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available.
The City of Dearborn receives an annual HOME Allocation through the Wayne County HOME Consortia. This allocation is used to: expand the supply of decent, safe, sanitary, and affordable housing for very-low income and low-income Americans; mobilize and strengthen the abilities of states and units of local government to design and implement strategies for achieving an adequate supply of affordable housing; and provide participating jurisdictions with various forms of federal housing assistance to achieve program goals.
